Конечно, не все отсутствия учителей являются признаком коррупции. Но все они без исключения оказывают отрицательное воздействие на процесс обучения. Издержки, как материальные, так и образовательные, одинаково высоки, независимо от того, имеет отсутствие уважительную причину или нет.

Нам необходим диалог по вопросам коррупции в образовании. В частности, вопросы невыходов учителей на работу требуют дополнительного анализа. В числе первоочередных задач – более широкий мониторинг, дополнительные исследования и получение сопоставимой информации, которая может помочь в анализе ситуации с невыходами на работу в ряде стран. Также необходимы дополнительные эксперименты и оценка положительных методов, показавших многообещающие результаты. Уроки, полученные при решении проблем, связанных с невыходами учителей на работу, можно применить к другим аспектам коррупции в образовательном секторе.
