Паси Сальберг — по образованию школьный учитель — ныне генеральный директор Центра международной мобильности и кооперации при Министерстве образования и культуры Финляндии. Участвовал в разработке политики в области образования в Финляндии, был сотрудником Всемирного банка и Европейской комиссии, где занимался вопросами образования, исследуя проводившиеся в разных странах мира реформы образования в сотрудничестве с экспертами и руководителями образования США, Канады, Европы, Ближнего Востока, Африки и Азии.
Сальберг является разработчиком и куратором программ подготовки учителей и руководителей школ в Финляндии и во многих других странах.
