Можно слышать, что процессы инволюции, затухания тоже относятся к развитию. Мне представляется, что в данном случае речь идет об изменении функций человека, которое, как известно, может идти как по восходящей (развитие), так и по нисходящей (инволюция) траектории. В Словаре С. И. Ожегова развитие определяется следующим образом: «Процесс перехода из одного состояния в другое, более совершенное <…> от простого к сложному, от низшего к высшему» (выделено мной. – Е. И. ).
