There is ample and growing evidence that intangible resources such as knowledge, know-how and social capital will prove to be the coal, oil, and diamonds of the 21st century for developed, transitioning, developing, and emerging economies alike. In this context, the central motivation for Smart Development is the belief that the "goodness of fit" between the stage an economy is in and the development strategy adopted determine the quality, speed, and sustainability of development. Based on the analysis of policies, practices and empirical development case studies, the book presents a methodology for matching development stage and development strategy, identifying best and real policies and practices for the most appropriate use of information and communication technologies (ICT) and knowledge to foster innovation and entrepreneurship and trigger, catalyze and accelerate sustainable development.
