    Anti-Drugs Policies of the European Union is the first book to trace the evolution of enforcement based anti-drugs policies at European Union level from the late 1960s to the present. Policy development is placed in the context of both European integration and a broad harmonization of international policies against drug trafficking. The underlying logic and rationale of the policy process is examined in relation to its principal actors and decision-making procedures, including assessment of the influence of drug issues on the emergence of broader EU security institutions such as the European police agency, Europol. The Influence of transnational networks of expertise on policy development is also assessed, allowing exploration of broader questions concerned with the changing nature of state power and of state sovereignty under globalization. In the process, the practices of contemporary European governance are critically examined, raising concerns about secretive and anti-democratic features of intergovernmental EU decision-making.
